He does use reportbug but it could be that he may not always using
it or hasn't been using it in the past.
I wouldn't like him blocked. I know how it feels to deal with many
pedantic bugs that most of us would prefer to ignore. But at least in
my experience jidanni@jidanni.org reported several good ones in quite
constructive manner and I actually got response from him. Please don't
blame the guy for care. I can't comment on quality of his bug reports
regarding PHP but I've seen some valuable bugs that he filed against
other packages.
