According to this mail by the Fedora KDE maintainer, ISO rejected the latest changes introduced by libjpeg8:

Why should Debian use a library which generates non-standard JPEG files?

And it's even worse for libjpeg9, IIUC from that discussion in the Digikam mailing list.
