DEP-8 currently appears to define no way to discover which packages
contain debian/tests/control files. The only way to discover this is
to unpack the source package.
Just grab Contents-source.gz files from your favourite mirror and then
use grep. For example, on ravel.d.o:
$ cd /org/ftp.debian.org/ftp/dists/unstable/
$ zgrep -h '^debian/tests/control ' */Contents-source.gz
