Setting up a redirection like that doesn't help. Anyone who wants a URL with the svn revision number embedded can already use one. It does not matter what the URL is, since they're all wrong, and the only right one is the one that does not exist yet, and which the policy team will eventually set up, when they get round to it. Until the policy URL for DEP5 happens, don't worry about the Format URL. There are actual bugs to fix.
