Same here.
$ ls -ld /usr/share/texmf/doc
lrwxrwxrwx 1 root root 12 Oct  2 11:03 /usr/share/texmf/doc -> ../doc/texmf
$ ls -ld /usr/share/doc/texmf
drwxr-xr-x 8 root root 4096 Oct  3 21:44 /usr/share/doc/texmf

$ dpkg -S /usr/share/doc/texmf
tex-common, luatex, feynmf, latex-xcolor, pgf, lmodern, preview-latex-style, latex-cjk-common, thailatex: /usr/share/doc/texmf
$ dpkg -S /usr/share/texmf/doc
tex-common: /usr/share/texmf/doc

So at least 8 tex packages using it and symlink is the other way.
