I've turned this one into
http://wiki.debian.org/ReleaseGoals/BuildTimeTestSuites (and linked it
from the ReleaseGoals page). At present, that would essentially mean
start to report bug against packages which have upstream build-time test
suites which are not run during Debian package build.

I've done the same as above for this one, which has become
<http://wiki.debian.org/ReleaseGoals/RunTimeTestSuites>. At present,
that is essentially blocked by the standardization of DEP8 / bit rot
review for autopkgtest (see recent discussion on the matter on this
list).
Comments are welcome, especially by the release team, as I've took the
liberty of fiddling with the release goals wiki page directly. Feel free
to list me as (one of) the shepherd/advocate for (3) and (4).
