Yes. (Well, a Suggests is okay.)

That's why I care.[1]
It seems unlikely that another game is going to start using openarena's
data without the engine but still it is nice to leave the possibility
open.

[1] The package now called suckless-tools used to Recommends: dwm,
since its raison d'être was to provide basic functionality for that
window manager. This meant:
- for dwm users, not much. APT's "markauto" functionality already
ensured that dwm-tools would be uninstalled once dwm is removed.
- for xmonad users, installing dwm-tools for dmenu would pull in an
extra window manager.
(Side note: suckless-tools is plenty of fun on its own anyway.)
