We had a similar issue for the publicity BoF, and the procedure seem to
be:
- Look at http://wiki.debconf.org/wiki/DebConf10/AdHocSessions for free
time slots
- Ask talks@debconf.org to reschulde
- If you it 48h before the session will take place, the video team will
try to cover it
