As a "PHP developper", I can help if needed, yes.

only way for reportbug to work it's thru a local MTA and not also with
a remote SMTP server?

You can use remote SMTP server too, but it's not really easy too : you have to setup service host and login each time you install reportbug on a server, and remember the password (password often choosen by your FAI) each time you will use reportbug.
