Yes, it's quite confusing.

No.  It's a positive (version) number smaller than both -0 and 0.  (To
make matters worse, there's not just one of those, there's an infinity
of them (0~1 is also smaller than 0, so is 0~n for all n).

I think the fix here is «don't think the version number is a normal
number», because it isn't.
