Makes sense. But how do you fix a package to do what its supposed to do,
when it isn't installed anymore? This is a corner-case and I wonder
weither we should handle it and how we should handle it. Making ucf
is essential is one idea, getting the functionality merged back into
an utility which is already essential would be another.
