For unstable users, this kinda defeats the point of pushing such a
change.

The dependency on dash was a bit premature, and indeed for unstable users that upgraded to bash already without getting any debconf question it's a matter of dpkg-reconfiguring dash.

Note that there will follow a message on debian-devel-announce about the swith to dash with pointers to possible issues.
