That's a huge patch.

Any idea how much effort would it take to integrae it into the existing
Debian linux-2.6 package?

I really can not figure out.
I am a statistician with web developing and database skills and not a C programmer, I can help in testing and building debian packages, assuming someone else takes care of integrating the patch...

Seems a bit dated. E.g. HPET is now enabled by default in Lenny.

Yes it is, but I found it useful as a starting point, fundamental steps are all there.
