I think a standardised machine-readable copyright and licence header
for every source file would be desirable.  I do this for all my code.
Most upstreams do use a semi-standard list of copyright holders
followed by licence boilerplate, so it would hopefully only be a case
of fixing up files where a formatting screwup breaks the format.
