Note that even if all upstreams agreed with you that releasing
tarballs is a good idea, we still have the problem that some fixes or
newer code is not *yet* available as a tarball.
Getting the code from a VCS isn't necessarily because the upstream
follows bad policy, but might be done merely because they're slower
making a new version tarball than we might like.
