There's nothing direct you can do as user. As a packager, you could
propose adopting the package if the current maintainer is incompetent.
As a user, you'd have to report a bug each time the manual becomes
incorrect due to lack of care.
What course of
action is open to a user of the package, with a maintainer who has
made it plain they're not interested in following (this part of)
