It does. But only to know how the versions are related. It doesn't
extract bug numbers by itself, dpkg-genchanges does that only and dak
reuse that info to set the fixed version (by sending a mail to -done with
the Version pseudo-header).
The "versions" graph like this one are built by the BTS by aggregating
infos from changelogs found in the various suites:
