The equivalent of
  apt-get install <package>
(without a controlling terminal and with a noninteractive debconf

Yes, dependencies are taken into consideration.  If they aren't
available then the package installation fails which counts as a
failure.  Normally the archive maintenance scripts will prevent that
for testing and I'm not running the system on sid yet.
