Unstable is the place where dependencies are resolved before they are
sent on to testing. It's not like they're hard to deal with; you just
don't upgrade packages whose dependencies are uninstallable. If you
need to install packages whose dependencies are not satisfiable in
unstable, you use the testing version.

Some repository has to be the leading edge of development, and that
repository is unstable.
