Currently a version of python-validate is shipped with configobj.  I'd like to
package it separately as per policy.

Validation is used to check that supplied values conform to a specification.
Values can be supplied as strings, which allows validation to be added as a
transparent layer to access data stored as strings. The validation checks that
the data is correct and converts it to the expected type.
