They live in the same namespace *in the BTS*. They don't live in the same
namespace in dak, the Packages files, or the users' systems (except by way
of reportbug(1), which is an interface to the BTS).
This is really just a historical detail... had the early debbugs developers
introduced a pseudo-header called Pseudo-Package: or Topic: or whatever, to
complement Package:, we never would have called them "pseudo-packages" in
the first place.
Thinking about it, it almost sounds like this overloading of the prefix
pseudo- was done for comedic effect. :)
