debug packages, was: Large data packages in the archive

For these, a good option could be option b) Joerg has proposed. A new
section besides main/contrib/non-free called 'debug' or 'debsym' could
contain these binary package, and mirrors could choose to not carry
them.

An external archive is not an option since it is unreasonable to expect
maintainers to maintain the -dbg packages in an other source
package. They are generated at build time, after all.
