pure-ftpd is not binary NMU safe:

Depends: pure-ftpd-common (=${Source-Version}), ${shlibs:Depends}

Should be :
Depends: pure-ftpd-common (= ${binary:Version}), ${shlibs:Depends}

i.e. the original fault is in pure-ftpd, it just took a binary NMU to reveal it.
