It needs a 64bit kernel to run 64bit binaries, and since many post
installs run binaries, I would say yes it does.

You could probably isntall 32bit using a 64bit kernel though, so if the
boot laoder for the installer always loaded a 64bit kernel on any cpu
capable of running it, then you could still let people pick which they
want.  Or you could just have people piclk what they want when they
boot, as is already the case.
