Are you sure? It's not even listed in the mirrors list [1].

Technically, it's not a mirror, for two reasons: it doesn't have a public copy of the archive, and it's the master, so it can't be a mirror (of the master). So that's why it's not listed on the mirrors list. The reasons for this have been discussed to death, and I'm sure you can find them in the archive somewhere.

Updates of the archive are done by push mirroring to certain primary mirrors, and then secondary and leaf mirrors pick up from those primaries. The mirror list (or one of them, at least) has a list of those mirrors which are primary.
