Of course it should; reportbug needs to know who is sending the mail,
and the proper place to store that is in the user's home directory.
rm ~/.reportbugrc; if you want to test it out.
The default if you don't have an MTA configured or know your ISP's
relay is to send mail directly to bugs.debian.org, which is perfectly
reasonable, provided your ISP doesn't block port 25 outgoing. Using
port 587 is more ideal, but that's blocking on #421046, eg:
