Sorry to side-step the issue you're raising, but do we really need to
care about personal repositories? That was a need, for example, in the
darcs case since until a few weeks ago we didn't have darcs.d.o. But now
I guess we have a good deal of $VCS.d.o.

So, personal repositories shouldn't really be needed; if they are they
can be setup on people.debian.org and we won't need to discuss which URL
scheme we need: happy anarchy to everyone :)

Seriously, I don't see the need to prescribe the structure of personal
repositories ...
