I started running into this (afaict) last fall
(see bugs #396944, #440657).

You only want one file from svn, and that one's a conffile in the
package, so you can simply

svn cat 
svn://svn.debian.org/svn/pkg-exim4/exim/trunk/debian/exim4-base.exim4.init

Note: exim4-base.exim4.init lives on the system as /etc/init.d/exim4
