Also, why don't we create a meta-package in the BTS for priority changes?
(I think a new package may be better than overloading the existing
ftp.debian.org metapackage, which is almost entirely package removals
right now, but we could also use the existing one.)  That would help with
the spamming and provide a place for maintainers to file bugs that aren't
lost / mass-deleted due to spam.
