Because the documentation of this field tells me that urgency tells how
important it is for people to install this upgrade. I probably wouldn't
have choosen this value unless I was sure it won't propagate to testing
so fast, though - but as testing migration is blocked currently anyways,
I thought using the documented syntax is not wrong.
