Just theoretically, if such "an ass" maintainer exists or the behavior
can be demonstrated, wouldn't it be much better if some other
maintainer took over his work (hijacking the packages).

Isn't the goal to help Debian project much more important that
individual goals; that someone may misuse their position.

IS there a comiittee that can intervene or mediate in this matter if a
hijack seems justified?
