Request for removal of libconfhelper-perl

Hi,

I'm looking at orphaned Perl packages, adopting some or trying to find
which should be dropped instead. I found libconfhelper-perl to be
surprisingly popular (1548 on popcon), but it's a package on which no
other package depends, has been orphaned since February 2004
(#233666), and has not seen an upload since then. 

Yes, I know that "if it's not broken, don't fix it" - But it looks
like begging for trouble (it provides a way of "chunking" a
configuration file, reserving some areas of it to be modified by the
user, and some of them to be modified by programs). I even think its
incorrect use could mean a policy violation here and there. And I
guess it has a high number of installations because of people that had
it long time ago (from the Woody or earlier days).

So, please comment if this package is worth keeping... Or remove it
otherwise :)
