Its not just this release cycle though: In any release there are at
least two versions of dpkg to consider w.r.t. moving conf-files around.
So I wasn't proposing that a specific tool be written urgently, but
rather that we consider having one as a standard, and its behaviour can
be adjusted to handle the current previous-release, current-release
pairing of dpkg correctly to facilitate such moves.
