My understanding of wontfix is that it is for things which might
legitimately considered bugs, but which would be too complex to
implement to fix or other similar situation.

I think this should be seperate from notabug, which should be to
indicate that something really is not a bug, but is being kept around
for historical reasons, to avoid duplicate reports, etc.
