Cannot find -lncurses

I have a trouble to need your help.Thank you very much!
I am getting a error during making menuconfig in cygwin. I want to build a cross compile environment with ARM.But when I wrote a command:"$make ARCH=arm CROSS_COMPILE=arm-linux- menuconfig".A error was printed ,and the terminate printed follow contents:

(cd include/asm-arm;ln -sf arch- arch;ln -sf proc- proc)

(cd include ;ln -sf asm-arm asm)

but my cygwin has installed ncurses.I don't know how to deal with it?
