Transitioning packages to testing that are not built anymore on some arches

Hi

There are quite some packages mainly in contrib and non-free that aren't built
anymore on some (release) architectures. These packages don't transition to
testing as that would mean a regression. Though it's not always
feasable/better to have these packages built on all arches where they once built.

There are two solutions to get these kind of packages into testing. The first
and in many cases best solution is to get these packages built on the missing
architectures. Though sometimes it might be better to ask for removal of the
existing binary packages on architectures where the package is not built
anymore which is the other solution to get these kind of packages into testing.

Cheers

Luk
