debug packages

Hi

just a little reminder - if you add a debug package to your package in
the archive then always have its priority at extra, not optional.

Reason:

optional is defined as "This is all the software that you might
reasonably want to install if you didn't know what it was and don't have
specialized requirements." and extra as "are only likely to be useful if
you already know what they are or have specialized requirements." which
makes -dbg automagically go into extra, never optional.

Oh, those that had -dbg packages at optional: *DO* *NOT* upload them
just for this change! Just change your package for the future or you
will get override disparity mails with the next regular upload.
