Is there anything prohibiting an "update-package.list" command?

Would updating /var/lib/dpkg/info/*.list files without touching the 
appropriate Installed-Size: field be OK?

Is there any way to get a handle on how much more CPU time and HDD space 
would be used if all packages updated their meta-info at install time?
