Of course, except a couple things complicate their use for keysigning:  1) 
Most people don't carry a birth certificate with them as you can establish 
citizenship and identity with one, and 2) Social security cards are not a 
legal form of ID anywhere in the US, the only legal use for the card is 
taxation and social security benefits, all other uses prohibited by law.  The 
latter reason is why the Oregon legislature is working on making stiff 
penalties for unauthorized use (ie, by credit agencies, etc).
