$ grep apt.config /etc/pbuilderrc.sid

$ cat /etc/pbuilder/apt.config/apt.conf.d/allow-unauthenticated 
APT::Get::AllowUnauthenticated 1;
$ 

I'm not saying this is the right fix; probably this can be done somehow
cleanly.
