Test Packagesearch without debtags installed

Hello,

I want to close #355625 which says that packagesearch crashes on startup
if debtags is not installed. 

I have implemented a solution that should fix this, but since Justin
said it is somewhat unreproducable once debtags was installed (pbuilder,
and tested with dancer's xnest recipe) and I was never able to reproduce
it, I want to ask some people who have no debtags installed - and never
had before - to test the new version and see if packagesearch crashes on
startup.
