I guess this can be emulated with a small shell script:
---- ~/bin/i686-linux-gcc ----
PROG=`echo $0 | cut -f 3 -d-`
ARCH=`echo $0 | cut -f 1 -d-`
exec i486-linux-$PROG -march=$ARCH "$@"

But it's probably not Debian's duty to provide such things :)
