Indeed, it's out of my control -- infact I've just had the same
discussion with the Launchpad team not five minutes ago when it was
eating all my bug traffic because I'm using a gmail account and I
hadn't registered that address in Launchpad.

I have also raised your concerns with the team manager.

Launchpad does allow e-mail submission of support tickets and bugs,
but only if your e-mail address is registered against a Launchpad
account.  I believe this is because they think it's the best way to
avoid spam (from both sides).
