This is beside the point.

IMHO, the main purpose of contrib is to avoid shipping things on CD that 
depend on programs in non-free.  It is not a section that we put programs in
in order to 'punish' them for depending on non-free code.

ndiswrapper doesn't depend (in a control file sense) on stuff in non-free, so
there's no reason it can't go in main.  In fact, since it would be
tremendously useful to be able to activate wireless ethernet devices with
non-free drivers (from floppy/cd) during the install process, I'd say that
it makes even more sense for ndiswrapper to go into main (and maybe even 
into base).
