If you are running Debian, use the reportbug tool to file a bug against
"wnpp", type RFP and answer its questions. Or just send an email to
submit@bugs.debian.org, containing sth. like:

Subject: RFP: foobar -- short description
Package: wnpp
Severity: wishlist

* Package name    : foobar
  Version         : x.y.z
  Upstream Author : Name <somebody@example.org>
* URL             : http://www.example.org/
* License         : (GPL, LGPL, BSD, MIT/X, etc.)
  Description     : short desc
