It is like that by design AFAIK.

The mirror network is there to serve as many users as we possibly can at the
same time, at reasonable speeds.  Parallel connections to the same mirror or
to a number of different ones might jeopardize that goal.

The problem with that concept is that it has the very likely effect of
degrading performance for everyone else.
