What exactly did you check?
Where did libmysqlclient10 fail for you while libmysqlclient12 worked?

To confirm that libmysqlclient10 works fine with MySQL 4.1 servers, I 
recompiled PHP4 with libmysqlclient10 and it worked like a charm (with 
old_passwords in the MySQL server).

BTW: The interaction between the two MySQL server packages in
     unstable/sarge at purge time is *ahem* interesting.
     They are really time bombs ready to explode in a few days or 
     years.
     It seems RC bugs are required for both of them...
