It seems to come with zero documentation, but the required configuration
seems to be


1. copy the file log_accum.pl into CVSROOT/
2. add the following kind of entry to CVSROOT/loginfo

# default behavior: send commit logs to tokyodebian-commits
DEFAULT $CVSROOT/CVSROOT/log_accum.pl -u $USER %s
# log_accum.pl needs to be added, and checkoutlist be updated


3. edit CVSROOT/log_accum.pl so that it has proper mail address
4. mkdir $CVSROOT/commitlogs (in the repository) for commit logs


It looks like it's working.
