I guess that you can assume that many testing users know how to get one or the
other package from unstable when necessary. If not, they shouldn't use
testing as that was always kind of necessary. This might not fit the purpose
of testing but that's how it is.
However, testing still prevents from fighting with the nastiest bugs.
