On the question of if an education would help to receive the grant the answer is yes, by all means you have to sell yourself to whoever you are asking for money just as if you were applying for a loan. On the same note having a small business license in hand wouldn’t hurt at all either. If you don’t have a back door into a corporation or public committee then you should find one and exploit that to the max without burning any bridges because you might need or want to ask for more later on.
